Soulbury
The Soulbury Committee was established in 1948. It exists to provide a collective bargaining forum for the negotiation of salaries and conditions of service for approximately 6,000 local authority educational advisory staff and other specific professional staffs.
Professional bodies represented on the Soulbury Committee are: the Association of Educational Psychologists (AEP), the Association of Professionals in Education and Children’s Trusts (Aspect), the National Association of Youth and Community Education Officers (NAYCEO) and the National Union of Teachers (NUT). Aspect has the largest representation of any professional body on the Soulbury Committee.
Soulbury pay claim 2007
The current three-year national pay agreement for Soulbury officers comes to an end in September.

Soulbury agreement 2004-7
The current three-year pay settlement for Soulbury officers employed by local education authorities was agreed in March 2005. The agreement is for:
- a 2.75% increase on all salary points from 1 September 2004; rising to 2.95% from 1 April 2005 (based on 31 August 2004 figures)
- a 2.95% increase on all salary points from 1 September 2005
- a 2.95% increase on all salary points from 1 September 2006 or the Retail Price Index (RPI) rate for April 2006 if higher
- an increase in London area allowances in line with annual percentage pay increases from 1 September 2003 to 1 September 2006.
Stuctured professional assessments
The Soulbury Committee has agreed to the introduction of a third stuctured professional assessment (SPA) salary spine point. Introduced on 1 September 2006, the new salary spine point follows months of hard negotiation between the officers' and employers' side at the Soulbury Committee.
To qualify for the award of a third SPA point, Soulbury officers will:
- need to demonstrate that they have made an exceptional contribution to the development of the service over a sustained period, for instance in developing the children's services agenda in the authority
- be involved in a programme of continuing professional development focused on the requirements of the service and the aspirations of the officers for their own professional development.
The award of a third SPA point will not be made until at least two years after officers have achieved SPA point 2.
